An interpretive approach to foreign policy explains the beliefs of actors and the meanings of their actions by locating them in their respective historical traditions and in response to particular dilemmas. This article explains how the British Press constructs 'secularism' as a requirement for Turkey's potential future membership in the European Union (EU) as a response to the rise of the Islamically-identified Justice and Development Party (AKP). From the Treaty on European Union (1992) to the Treaty of Lisbon (2007), democracy became a central element in the constitutionalization of the European Union. Over these twenty-five years, democracy was embedded in the institutions and practices of the European Union in two primary respects. First, following the controversial the ratification of the TEU, a series of treaty reforms were introduced to address the EU's "democratic deficit." These reforms culminated in the Lisbon Treaty. Second, in response to the political revolutions in Central and Eastern Europe the European Union made the transfer of democratic forms of rule to non-member states a key component of its membership policy. It is now the case that only democratic countries can be members in the democratic Union. This dissertation investigates the origins of some of the key ideas that led to these transformations.

"Conforming neither to the hierarchical and bureaucratic organization of the European nation-state nor the anarchical structure of international organizations, The European Union (EU) and its predecessors provide an exemplary site for developing a decentred approach to the study of governance. The book offers an analysis of the formation and transformation of the EU as an example of governance above the nation-state and is framed by the recognition that the construction of the EU has resulted in variegated and decentred forms of governance. The chapters look at distinct aspects of EU governance to bring to light the influence of elite narratives, scientific rationalities, local traditions and meaningful practices in the making and remaking of European governance. Sequences representing the genomes of two distinct virus isolates infecting wild plants of two members of the genus Drakaea (hammer orchids) in Western Australia are described. The virus isolated from Drakaea livida has a bipartite genome of 4490 nt (RNA1) and 2905 nt (RNA2) that shares closest sequence and structural similarity to members of the genus Pecluvirus, family Virgaviridae, described from legumes in the Indian subcontinent and West Africa. However, it differs from pecluviruses by lacking a P39 protein on RNA2 and having a cysteine-rich protein gene located 3' of the triple gene block protein genes. It is the first peclu-like virus to be described from Australia. The name Drakaea virus A is proposed (DVA; proposed member of the family Virgaviridae, genus unassigned). The second virus isolate was identified from Drakaea elastica, a species classed as endangered under conservation legislation. The genome sequence of this virus shares closest identity with isolates of Donkey orchid symptomless virus (DOSV; proposed member of the order Tymovirales, family and genus unassigned), a species described previously from wild Caladenia and Diuris orchids in the same region. These viruses are the first to be isolated from wild Drakaea populations and are proposed to have an ancient association with their orchid hosts.
